US Mediates Ukrainian Negotiations in Abu Dhabi as White House Seeks for Conflict Resolution
Diplomatic discussions with US, Moscow, and Ukrainian representatives are underway in Abu Dhabi this week, marking the most recent stage in efforts to forge a resolution to conclude the ongoing hostilities in Ukraine.
Key Delegates and Opening Discussions
American military Secretary Dan Driscoll reportedly conferred with a Moscow team on Monday night, with negotiations continuing into the following day.
“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” his spokesperson commented.
Ukraine’s military intelligence chief, Kyrylo Budanov, was also expected to participate in the meetings, though details were vague whether face-to-face talks with Russian representatives would occur or if separate one-on-one meetings would be held.
Membership of the Russian team was unconfirmed. “No comment is available. We are following the media reports,” a Russian representative told official outlets.
Background and Updated Peace Plan
These meetings follow prior discussions in a European nation where American and Kyiv representatives modified a draft American proposal for ending the conflict.
Russia has so far not endorsed the most recent iteration of the plan and is unlikely to accept many of the Ukrainian amendments.
Russia’s foreign minister, the Russian diplomat, stated that any modified peace plan must embody the “spirit and letter” of what was discussed during earlier high-level meetings between both countries.
International Responses and Concerns
European leaders are apparently struggling to stay engaged in the process as US officials drive the efforts.
Finland’s leader, Alexander Stubb, who has stepped forward as a primary interlocutor between the US and EU officials, stated that the next few days would be critical in efforts to reach a peace settlement.
He reportedly spoke with Volodymyr Zelenskyy and Nato officials, emphasizing that “Ukraine’s destiny must be determined by Ukrainians, and European security is for Europe to decide.”
Meanwhile, the French leader, Emmanuel Macron, warned against a settlement that would represent a “surrender” for the nation.
“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he stated.
Specifics of the Original US Proposal
The US plan was originally composed of numerous clauses and was drawn from discussions between American and Russian officials, with input from Ukrainian defense officials.
Key aspects of the plan reportedly included:
- Ukraine surrendering areas currently occupied by Russia
- Additional zones that might be required to be voluntarily given up
- Limits on the size of the Ukrainian army
- Amnesty for all sides in the war regarding war crimes
Recent Events and Continuing Difficulties
The US representative allegedly traveled to the Ukrainian capital to update Zelenskyy on the plan and urge quick acceptance.
This demand, coupled with the leaking of the plan, reportedly took by surprise Kyiv and EU officials.
Zelenskyy reportedly that the nation was facing one of the toughest moments in its history and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”
Subsequently, the US official briefed alliance ambassadors on the plan in the capital, with one participant describing it as “a disastrous gathering” and noting that EU ambassadors were stunned by both the substance and tone of the presentation.
The US administration later softened its stance, indicating that the 28-point proposal was an “initial basis for negotiation” rather than a final ultimatum.
Military Situation During Talks
While diplomatic talks proceed, Moscow has continued its nightly strikes on Ukrainian urban centers.
Russian forces reportedly fired dozens of projectiles and hundreds of drones at objectives in and around the capital, as stated by Kyiv reports.
The Ukrainian president stressed that Moscow must not feel it could prevail in the war while negotiations were ongoing.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Measures against Russia need to produce tangible effects,” he stated.
The capital’s mayor reported that multiple people had been killed in the overnight attack on the capital.
